Between 1983 and 1988 Engholm was the SPD parliamentary party leader in the Schleswig-Holstein state parliament. In 1988 he was elected Prime Minister of Schleswig-Holstein. In 1991 Engholm became national SPD chairman and in January 1992 declared his willingness to stand for chancellor in the 1994 election to the Bundestag.
